He’s Otto Octavius. Octavius’ emotional anguish from atomic research transformed him into a criminal. Spider-villain. Otto’s body weakened after wars. Otto battled Spider-Man but died. Otto became Superior Spider-Man after recognizing his heroism. Otto’s ruthless punishment didn’t halt Green Goblin’s reappearance, so he gave his corpse to Spider-Man.
Doctor Octopus has four telescopic titanium-steel tentacles. Five-inch tentacles with three pincers. Pincers turn like screwdrivers. Each tentacle has four frictionless electric motors. Small walls make titanium-steel light, strong, and stiff. A tiny thermoelectric generator driven by U-239 runs the motors for five years. Since the accident, tentacles have high-efficiency battery packs and micro-circuit control modules (enabling each arm to perform certain pre-programmed actions when Octopus loses conscious control). Each arm’s control module may save Octopus if he loses consciousness. His limbs flail until pre-programming takes over.
